It's a bird, it's a plane. No, it is a Winter Carnival Volunteer! The Saint Paul Winter Carnival's success is dependent on its over 1,000 Volunteers.
If you are interested in Volunteering for the Winter Carnival, your first step will be to download the Waiver document, read it, sign it and return it to Cindy Shanley at the Saint Paul Festival and Heritage Foundation.
